What Could Have Caused This Giant Crater Like Thing?

There's a very busy alley right next to my house. Kids are always running in it, riding their bikes, and generally screaming. Tons of cars go through it daily.  And Husbando and I park in our little driveway thing right next to it. Right next to our parking area, there is a......thing.

You see what I'm talking about? It's like a huge depression in the concrete, and there's a big part of it just sticking up.

It's kind of a pain in the butt, to be honest. Every day Husbando has to drive over that thing in order to park.  It hits the bottom of his car every time.  Every. Time. There's bound to be something I can do about this, right? I mean, we've talked to the city about it, and they SAID they'd come look at it, but that was weeks ago. This isn't going away or anything. What could have caused this crazy crater type thing? Have you seen anything like this before? What would you do about it? I'm kind of at a loss, here.
