Pettis County Sheriff’s Reports for February 6, 2024

Sunday night, Pettis County Deputies were dispatched to the 300 block of South Walnut Street in La Monte. The dispatch was regarding a male subject with an outstanding Pettis County warrant for his arrest. The warrant is a misdemeanor count of Failure To Comply With Halloween Related Restrictions For Sex Offenders*. The incident began on Halloween evening 2023, when Deputies checked the residence at 108 South Walnut Street, in La Monte. The suspect was not home, and did not have any signs posted. Deputies also found the house to be inhabitable, meaning the suspect had not updated his address with the registry. Deputies came into contact with the suspect, James Michael Loveall, 29, of La Monte, was placed under arrest for his warrant. Loveall was transported to the Pettis County Jail, pending a cash or surety bond of $1500.

On the afternoon of January 30th, an unnamed victim came to the Pettis County Sheriff's Department to report a fraud in the 30100 block of Pony Path Road, Pettis County. The fraud occurred between December 12th of 2023 and January 30th of 2024. The victim claimed he had been scammed out of approximately $5,000 through the internet. At this time, there are no suspects.

Saturday evening, Deputies were dispatched to the 15000 block of Elm Branch Road in Windsor for a report of a disturbance. On arrival, Deputies made contact with the caller, who stated his wife was acting strangely and had threatened to burn all of their belongings. Deputies opened the door, and found the suspect standing in the living room with something in her right hand. The item in her hand looked, to Deputies, like a handgun. Deputies had Tasers ready, deployed the Taser, and it was effective. The suspect fell backwards to the ground. Deputies then told her to turn on to her stomach. She complied, and was handcuffed. Christina Mejia-Torres, 41, of Windsor, was arrested and transported to the Pettis County Jail without incident. Deputies note in the report they are seeking charges of Unlawful Use of Weapon on Mejia-Torres**.

*The Restrictions are as follows in Missouri law 589.426 -  Any person required to register as a sexual offender under sections 589.400 to 589.425 shall be required on October thirty-first of each year to:

•  (1) Avoid all Halloween-related contact with children;
•  (2) Remain inside his or her residence between the hours of 5 p.m. and 10:30 p.m. unless required to be elsewhere for just cause, including but not limited to employment or medical emergencies;
•  (3) Post a sign at his or her residence stating, "No candy or treats at this residence"; and
•  (4) Leave all outside residential lighting off during the evening hours after 5 p.m.

Loveall is considered a Tier III Sex Offender due to charges of Incest in Caldwell County. That means Tier III offenders have a life time registration requirement and shall report to the Chief Law Enforcement Officer in person every 90 days. Tier III offenders are generally not eligible to file petition for removal from the sex offender registry.

**As of news time on February 6, 2024, there are no charges pending in Casenet against Mejia-Torres regarding this incident yet.
