Warrensburg Council Approves $285,390 Higgins Bid For Street Maintenance

On Monday, the Warrensburg City Council awarded a $285,390.05 bid from Higgins Asphalt Paving Co., Inc., for the 2020 Street Maintenance Program, Hot Mix Overlay.

Out of two bids received, Higgins was deemed the lowest and most qualified bidder at $75.10 per ton of hot mix asphalt, $1.55/square yard for asphalt surface milling, $7.75/ton to haul millings back to batch plant, and $6,800 for mobilization.

Staff estimates for street asphalt surface milling and hot mix overlay this year were $302,763, based on $80 per ton for surface asphalt and $2.85 per square yard for milling.

It was hoped the project could be completed before Aug. 13, when college students begin arriving for the 2020-2011 academic year. It was also hoped that the project would be completed with no overtime costs.

A change order from KAT Excavating was approved by Council Monday night, also in the amount of $10,819.97, a 4.5 percent increase in the cost of the Cheatham Court Storm-water Repair Project.

The project was originally approved for construction in August 2019 at a cost of $237,624, and on Monday, that cost increased to $248,443.97.

The final pay application amount for KAT Excavation is $24,660.70, which will leave a balance of $80,248.41 in the CIP funding for emergency storm-water repairs for FY 20.

The project has been completed with the installation of 375 linear feet of 60-inch dual wall HDPE piping and 33.25 linear feet of 60-inch reinforced concrete arch pipe under the roadway, two new street inlets, two junction boxes and a reinforced concrete steel grated inflow section. The project was inspected by staff and is now ready to be accepted by the City for maintenance.

Also, an ordinance accepting public improvements associated with Culver’s, including street, sanitary sewer and storm sewer for maintenance by the City of Warrensburg, was approved, according to Danielle Dulin, assistant city manager.

Streets, sanitary sewer, and storm sewer improvements have been completed by the developer, it was noted during the 25-minute meeting.

The sanitary sewer has been inspected and tested by city staff. The authorization for use has been received from the Missouri Department of Natural Resources (DNR).
The meeting led off with the reading of three proclamation by Warrensburg Mayor Casey Lund.

Historic Preservation Month, National Public Works Week (May 17-23), and National Police Week were observed by the Council.
