Sedalia Police Reports for September 3, 2024

Monday evening, Officers responded to the 4100 block of West Main Street in reference to a welfare check. Officers made contact with the subject, Laura A. Arellano, 56, of Sedalia. Arellano was found to have three Pettis County Failure to Appear warrants stemming from an incident in August of 2023. After a summons was issued, Arellano failed to appear in December of 2023. The warrants were for charges of Building Code Violations and License/Permit Violations*. Arellano was transported to the Pettis County Jail to be booked in, pending a total cash only bond of $180.00.

Officers conducted a traffic stop on a vehicle near the intersection of South Washington avenue and East 16th Street on Monday night. A subject in the vehicle was found to have an active warrant out Johnson County on original charges of Speeding (16-19 MPH Over). Jake Nicholas Robinson, 38, of Kansas City, was arrested for his FTA warrant. Robinson was transported to the Pettis County Jail to be booked in, pending a cash only bond of $150.00.

Monday evening, Alan Brotherton contacted the Sedalia Police Department to advise he had found a handgun at the intersection of East 16th Street and South Lafayette Avenue. The gun was recovered for safekeeping.

Sedalia Police were dispatched to the intersection of West Broadway Boulevard and Winchester Avenue for a report of a hit and run accident. Officers identified the suspect, and located him at his home address in the 800 block of South Quincy Avenue. Manuel Arellano-Mendoza, 43, of Sedalia, was arrested for charges of Leaving the Scene of an Accident, No Proof of Insurance, Operating a Motor Vehicle On the Highway Without a License, Failure to Register with the DOR, and felony Tampering with Physical Evidence. Arellano-Mendoza was placed on a 24 hour hold at the Pettis County Jail.

On the afternoon of August 28th, a call came from the 600 block of East 5th Street regarding a past theft incident. Upon arrival, information was gathered from Kenneth Burton. After an investigation, it was determined a theft did not occur due to a civil issue. However, it was determined there was a crime of trespassing. Charges are pending through the City Prosecutor on the suspect, who was not named in the report.

Monday morning, Officers were dispatched to the 300 block of McAnally Court in reference to a theft. Janna Michelle Powell reported that one of her license plates were either stolen from or fell off of her vehicle. The plates will be entered into the system as one of two stolen.

Sedalia Police conducted a traffic stop at the intersection of West 16th Street and South Prospect Avenue on a vehicle that had expired registration. Officers discovered the driver of the vehicle did not have a valid license. Renneice Deshelle Robinson, 31, of Sedalia, was arrested on charges of No Proof of Insurance, Failure to Register with the DOR, and Operating a Motor Vehicle On the Highway Without a Valid License. Robinson was transported to the Pettis County Jail to be booked and released.

Sunday night, Officers were dispatched to the 500 block of East 10th Street in reference to an assault that occurred at Vermont Park, near the area of West 14th Street and South Vermont Avenue. Information was gathered and a report was generated.

Sunday morning, Officers were dispatched to the 2000 block of Clinton Road in reference to a hit and run accident. Information was gathered, pictures were taken, and a report was generated.

Late Saturday night, two Officers were on patrol in the area of West Main Street and South Grand Avenue when they reported they had been crashed into. The suspect vehicle, a silver Trailblazer, took off eastbound. Officers located the vehicle in the area of South Harrison Avenue and West Main Street. The vehicle had an airbag deployment and damage to the exterior. The driver had exited the vehicle and began to walk away. Officers contacted the driver, and noted a strong odor of intoxicants on his breath. A search incident upon arrest revealed an unopened alcohol “shooter” bottle. When paramedics arrived, the suspect stated he did not wish to answer questions and he would not provide a breath or blood sample. After allowing him twenty minutes to contact his attorney or anyone else for legal advice, the blood/breath sample was requested again, and denied. A search warrant was obtained, and the suspect was already on his way to the BRHC for a fit for confinement check. While attempting to draw the suspect’s blood, the suspect hit the Officer in the chest. The suspect had to be held still by two Officers. After the blood draw, the suspect was still being uncooperative. He resisted being placed into handcuffs. While resisting, he attempted to punch the officer with his right hand. Christopher Alfonzo Byrd, 27, of Sedalia, was arrested on the following charges: two counts of felony Driving While Intoxicated Involving Injury to a Law Enforcement Officer (Class D**), Leaving the Scene of an Accident, Driving While Suspended, Failure to Maintain Financial Responsibility, Following Another Vehicle Too Closely, two counts of Assault in the 4th Degree, and Careless Driving. Bond has been set at $50,000 cash or surety.

Sunday night, Officers conducted a traffic stop in the 300 block of West Broadway Boulevard. The driver of the vehicle was found to have a suspended driving status. Chelsea M. Curd, 31, of Sedalia, was arrested on a charge of Driving While Suspended. Curd was transported to the Police Headquarters, where she was processed and released with a municipal summons.

Sedalia Police made contact with a male sitting in a vehicle near the intersection of East 16th Street and South Ohio Avenue Saturday evening. The male subject was found to have a felony warrant out of Pettis County for Driving While Revoked. Rodrigo Quetzecua Marcos, 30, of Sedalia, was arrested and transported to the Pettis County Jail, pending a cash or surety bond of $5,000.

Very early Saturday morning, Officers observed a van conduct an improper turn from southbound South Ohio Street onto eastbound East Broadway Boulevard. The van pulled directly into the outside lane. The plate lights were also out. Officers initiated a traffic stop on the van near East 10th Street and South Ingram Avenue. As Officers were attempting to pull the van over, it crashed into a legally parked white car, causing minor damage. After contacting the driver, it was revealed he had a revoked Missouri driving privilege. William A. Maupins-Deml, 40, of Kansas City, was arrested on charges No Proof Of Insurance, Driving While Suspended, and Careless and Imprudent Driving (Causing an Accident). Maupins-Deml was booked and released at the Pettis County Jail.

On the morning of September 1st, Officers responded to the 400 block of North Osage Avenue in reference to what was reported as a hostage situation. Officers were able to make contact with the subjects at the residence. It was determined to be a false report. A report was made over the incident.

Officers responded to the 400 block of East Jackson Street in reference to a welfare check on Sunday morning. Family had friends of a subject living in the area had not been able to make contact with the subject, and were concerned about their welfare. Officers were ultimately able to locate the subject, and determined the subject was alright. A report was made for documentation purposes.

Sunday morning, Officers responded to the 1600 block of East 16th Street in reference to a warrant check. The wanted subject was located, and arrested on a Douglas County warrant. The warrant was issued in August of 2023 regarding the alleged theft of two cell phones from a property owned by the Walmart of Ava, Missouri. Edith A. Wen, 42, of Sedalia, was arrested for her warrant on charges of felony Burglary in the 1st Degree and misdemeanor Stealing. Wen was transported to the Pettis County Jail with no bond.

On the evening of August 31st, Officers were dispatched to 808 East Broadway Boulevard in reference to a customer barricading themselves int eh bathroom. When Officers arrived, the suspect was loudly yelling at two employees. Officers asked the suspect to come outside and talk, and he refused. The customer was asked to leave, refused to do so, and was placed under arrest. The suspect was extremely uncooperative, and the probable cause report notes he used racial slurs and homophobic profanities to insult the Officer. As Officers searched him incident to arrest, he continued to turn in several different direction and yell profanities at everyone around. When Officers attempted to search the waistband of his pants, he again turned away. This time, the suspect also hopped up and down until his pants fell to his ankles. Gabriel Arthur LaClair, 43, Homeless, was arrested on charges of felony Burglary in the 1st Degree***, Assault in the 4th Degree, Peace Disturbance, and felony Harassment in the 1st Degree. LaClair was issued a bond of $25,000 cash or surety.

On the morning of August 31st, a car was stopped near West Broadway Boulevard and South Kentucky Avenue because it had disobeyed a stop sign. The driver was impaired by drugs. Excel Elais Otei, 28, of Sedalia, was arrested on a charge of Driving While Intoxicated. Otei was booked and released at the Pettis County Jail.

Officers responded to the 500 block of West 18th Street for a report of a domestic disturbance Saturday evening. Officers were not able to determine the primary aggressor, with both subjects having minor injury.

Last Thursday afternoon, Officers were dispatched to the 700 block of West 11th Street in reference to a theft of firearms. Joshuah D. Vaughn gave information, and a report was completed.

Saturday afternoon, Officers were dispatched to the 2600 block of South Stewart Avenue in reference to a domestic disturbance no longer in progress. Officers arrived on scene, collected information, and a report was completed.

Officers responded to the 500 block of South Grand Avenue in reference to a possibly suicidal subject on Saturday afternoon. Ultimately, the subject agreed to seek medical treatment and transported by PCAD to the BRHC. A report was made for documentation purposes.

Friday afternoon, Officers responded to 3701 South Limit Avenue to investigate a report of property damage to the business. Officers arrived on scene, gathered pertinent information from the reporting party, and a report was completed.

On the morning of August 28th, Officers observed a car travelling southbound on South Engineer Avenue near East 5th Street. As it drove by, Officers checked the displayed front plate. The license plate recorded a stop on August 9th with a subject arrested for DWI and DWS, and the license was still suspended. Officers turned around to follow the vehicle. As Officers were approaching, the vehicle appeared to attempt to avoid Officers. The car turned and parked on the side of the road. Officers waited to approach and watch if anyone exited the car. Since no one did, an Officer made contact with the only person in the car. The entire car had been moving, which the probable cause report notes is consistent with someone changing seats. The driver claimed he hadn’t been driving, and the Officer noted he had glassy, watery, and bloodshot eyes. The subject refused to submit to field sobriety tests. A search incident to arrest revealed marijuana shake in the driver’s seat, marijuana roaches in the center console and two cigarette packs in the center console. The cigarette packs had two cigarettes and four triangle shaped pills inside. Officers suspected the pills were MDMA, aka ecstasy. The pills tested positively for methylenedioxymethamphetamine. During an interview, the suspect admitted he was driving, and he stated no one else was allowed in the car. He then stated one of the packs of cigarettes belonged to someone named Cole. The Officer notes the suspect is a convicted Sex Offender, Tier III, with a conviction in Kankakee County Illinois on charge of Aggravated Criminal Sexual Abuse (Victim Aged 13-16). Anthony Lamar Melton, 36, of Sedalia, was arrested on charges of Driving While Intoxicated (Drugs – Prior Offender), Driving While Suspended, Possession of a Controlled Substance, and eleven felony charges of Failure to Register as a Sex Offender****. Lamar was transported to the Pettis County Jail, pending a cash or surety bond of $10,000.

Late on the night of August 31st, Officers discovered property damage caused by a motor vehicle collision in the 2800 block of West Main Street. The vehicle was no longer present on scene. The scene was processed, but the victims have not been identified at this time.

Friday night, Officers observed a vehicle with an expired temporary license plate travelling in the area of West Broadway Boulevard and South Harrison Avenue. A traffic stop was conducted on the vehicle, where it was determined the driver did not have a valid license. Juan M. Lopez, 23, of Sedalia, was arrested on charges of No Proof of Insurance and Operating a Motor Vehicle On the Highway without a Valid License. Lopez was booked and released at the Pettis County Jail.

Early Saturday morning, Officers conducted a traffic stop near South Moniteau Avenue and Wilkerson Street. During the stop, the driver was arrested on a Failure to Appear warrant out of Johnson County for an original charge of Speeding. Natasha R. Parkhurst, 25, of Sedalia, was arrested for her FTA warrant, with bond set at $200 cash only.

Sedalia Police were dispatched to 3201 West Broadway Boulevard to investigate multiple theft reports. The report states information was gathered.

On the morning of August 30th, Officers responded to the area of East 6th Street and south Lamine Avenue regarding a possible domestic disturbance. A female involved was found to have warrants for her arrest. Kristi A. Wiser, 41, of Sedalia, was arrested for her two capias warrants***** on charges of felony Stealing, Fraudulent Use of a Credit Device, and Burglary in the 2nd Degree. Bond on the warrants was set at $10,000 cash only each.

On the morning of August 30th, Officers responded to the 1500 block of North Ohio Avenue regarding a motor Vehicle crash. The driver of one of the vehicle was identified, and found to have a warrant for her arrest******. Meghan E. Wagner, 34, of Blackburn, was arrested for her Failure to Appear warrant with bond set at $150 cash.

Friday afternoon, Officers were dispatched to the 1100 block South Gorrell in reference to property damage. On arrival, Officers gathered information from Thomas C. Newland, and a witness. Charges have been submitted to the prosecutor’s office.

Saturday morning, Officers responded to the 1200 block of Deseret Drive in reference to a possible disturbance. It was determined that a physical altercation took place at the residence. Timothy Glenn Mull, 54, of Sedalia, was arrested on a charge of Domestic Assault in the 4th Degree and Child Abuse/Neglect/Simple Assault. Mull was placed on a 24 hour hold, pending charges.

*The citations clarify the Building Code Violations surrounding the demolition of a property. The citations were for Failure to Obtain a Demolition Permit, Failure to Obey to Stop the Work Order, and Failure to Disconnect Utilities Before Demolition.

** A Class D felony in Missouri is a less serious felony that can result in up to seven years in prison and a fine of up to $10,000. In addition to prison time and fines, people convicted of a Class D felony may be subject to probation and mandatory participation in drug treatment programs.

***The probable cause report notes that LaClair had been previously trespassed from the business, and because of that, the incident was filed as a Burglary.

****The probable cause report notes that Lamar’s address in MULES lists him as “moved out of state,” and no longer registering in Missouri. He is required to register every ninety days. He is also required to register if he resides in another state for more than seven days in a 12-month period. The Officer then details ten incidents of arrests, domestic disputes, and other interactions with Lamar over the last year. Lamar is required to give a license plate number, vehicle description, etc. of the car is driving. The PC report notes “Anthony has spent at the very least ten days in the State of Missouri in the last 12-month period. At least three of those days he would be required to register. Anthony currently appears to have taken at least a temporary residence at {REDACTED ADDRESS IN SEDALIA}, and neither the car nor the residence appears on his sex offender registry.” The PC report notes his registry offenses include four contacts within Sedalia without his address listed on his registry, four contacts of him driving the car without it being on his registry, and three contacts with him that extend past the seven required days in Missouri.

***** A capias warrant is a court-issued arrest warrant for a defendant who fails to comply with a court order.

******There is not a current warrant listed in Casenet with the name “Meghan Elizabeth Wagner”. The only listings under that name are 19PT-DR00580 (Petition for Dissolution of Marriage) and 23PT-DR00733 (Name change of a minor child).
