Early Tuesday morning, Officers were dispatched to a home invasion in progress in the 500 block of West 7th Street. Officers spoke with Gregory M. Zentner and gathered information to generate a report. While investigating, Officers discovered a suspect at he apartment complex had an active warrant for his arrest. The original incident concerning this warrant took place in 2019. After a series of hearings, a guilty plea was entered in 2022, and he was placed on probation for five years. In May of 2024, the probation was violated. Troy Dale Fogarty, 42, of Sedalia, was placed under arrest for his Probation Violation warrant on original charges of felony Leaving the Scene of an Accident (Causing Property Damage of Over $1000 in Value). Fogarty was booked in at the Pettis County Jail. No bond amount was given in the report.


 

Sedalia Police were dispatched to the 1200 block of South Hancock Avenue in reference to a burglary possibly still in progress. Upon arrival, Officers spoke with Kelly Peeples. Officers did not discover anyone else at the residence. A list of items taken from the home was compiled.


 

Last Wednesday evening, Officers conducted a warrant check in the 400 block of North Grand Avenue. When Officers arrived on scene, they located the subject who had an active warrant for their arrest. The warrant was issued after an incident on July 20th of 2024. Officers had been dispatched to East 3rd Street and South Washington Avenue to investigate a report of a male subject that had exposed his genitals in public. On arrival at that time, Officers observed the suspect laying on the ground in a pool of urine. His pants and shirt were also wet and stained by urine. The ammonia odors of urine and other odors commonly associated with the consumption of alcohol were readily apparent in proximity to the suspect. The suspect was transported to the BRHC for a fit for confinement check and then charged with Sexual Misconduct in the 1st Degree*. Virgil Andrew Edgar Sr., 51, was arrested for his warrant and given a cash or surety bond of $1500.

On the morning of July 24th, Officers were dispatched to the Sedalia Police Department lobby to speak with Diana Twyman. Twyman wished to report harassment taking place over the phone, through social media, and texting.


 

Monday afternoon, Officers were dispatched to Otten’s Small Engine Repair, 2617 East Broadway Boulevard, for a report of property damage. Upon arrival Officers gathered information and documented the damage. A report was completed.


 

Monday morning, Officers responded to the 1100 block of West 10th Street in reference to found property. Officers were told a children’s bicycle was located in a yard nearby that did not belong there. The bicycle had not been listed as stolen, and was placed into evidence as found property.


 

*The Probable Cause statement clarifies that this is Sexual Misconduct because “Edgar completely exposed his genitals in full view of both {REDACTED} and the greater public at large.”
