
Sedalia Council Approves Change Order #4 for Washington Bridge Repairs
Monday night’s 45-minute Sedalia City Council meeting led off with a public hearing concerning the Midtown/West 50 TIF plans, which yielded zero comments after a presentation by John Simmons.
That was followed by recognition of SFCC by Mayor Dawson and the Council for their contribution to the SPD concerning the department’s drone program. (see link)
Under Finance and Administration, Council approved an end-of-fiscal-year budget amendment so that revenues and expenditures are accurately reflected and are compliant with standard municipal budgeting practices.
Council then approved the FY2027 budget with a few changes.
The final net balance in the general fund was $7,292,304, with a $2,276 surplus.
In the transportation fund, the net balance was $2,306,511.27.
In Capital Improvements, the net balance was $5,332,293.76.
In Sanitation, the net balance was $1,174, 443.57.
Council then approved a $12,000 contribution to the Scott Joplin International Ragtime Foundation, Inc., festival, scheduled for May 27-30.
Under Public Works, Council authorized an agreement between the City and property at 2025 Ridgeview Drive (Mid-Mo Fine Homes, LLC) for using City water and paying out-of-city water rates until the property can be annexed. There is no cost to the City.
Council then approved an amendment that allows senior citizens who request it, to receive two 65-gallon carts at the standard rate instead of 95-gallon carts.
Change Order #4 was approved by Council for the Washington Avenue Bridge repair project, and adds $19,022 to what will be owed to Double Arch Construction, LLC.
It was noted that severe corrosion and deterioration was discovered at Bent 11 when a sway brace was removed in the south-facing C-channel column section.
The items represents an adjustment to the contract price, not a budget amendment. The project remains within the approved budget.
Under Community Development, Council approved an ordinance for a re-plat and lot line adjustments for the 600 block of North Park and North Stewart.
The re-plat will allow for the creation of one dozen lots for new residential development. No re-zoning is necessary, it was noted. City Administrator Matt Wirt also noted that the Planning and Zoning Commission recommended the action.
Two liquor license renewals were approved, including:
*Angela Lee dba Casey’s General Store #4177, 1101 North Limit, for packaged liquor and Sunday sales, $450
*Nicole Walker dba Broadway Liquor and Smokes, 2610 W. Broadway, for packaged liquor and Sunday sales, $450
There were no miscellaneous items from the Mayor, Council or City Administrator.
Under Good & Welfare, Debbie Covington, 2601 East 12th, spoke for three minutes. She complained about the agenda not being posted on Friday as usual.
“Because of that citizens may not have known important items that were being discussed tonight … And no one signed up to speak during the public hearing. The council didn’t even ask questions,” she said.
“Since the council has now adopted the budget supporting administrative operations, the public deserves clarity moving forward. The public also deserves a repeal of Ordinance 12255, the anti-free speech ordinance,” Covington stated.
On Monday afternoon, the City issued a press release announcing changes to its social media platforms, as well as announcing one city employee was terminated, according to City Administrator Matt Wirt.
