Sedalia Police Reports For July 24, 2023

Friday night, Officers responded to the Wal Mart store, 3201 West Broadway Boulevard. When Officers arrived, contact was made with Frank Herman Mittenburg III. Mittenburg stated he was the victim in a hit and run accident. Information was collected and a report was completed. There are no suspects at the time of the report.

Sedalia Police attempted to stop a vehicle early Sunday morning for moving and equipment violations. The vehicle attempted to evade the K9 Officer by failing to stop at a stop sign at Clarendon Road and Southwest Boulevard. The vehicle continued to drive through the Katy Trail Subdivision with no headlights on. The vehicle eventually stopped in a drive way and the driver was placed under arrest after he was found to be intoxicated. Two children were discovered inside the vehicle at the time of the stop who were both under the age of 17. Francisco Marcos Torres, 31, of Sedalia, was arrested for Operating a Motor Vehicle Without a Valid License, Driving While Intoxicated, Resisting Arrest, and Endangering the Welfare of a Child in the 2nd Degree.

Officers conducted a traffic stop on a truck in the area of West 16th Street and South Limit Avenue Saturday morning. The truck was failing to maintain its lane and the driver was under suspicion of intoxication. The driver was intoxicated, suspended, and had both a 12-year-old child and a child less than one-year-old in the vehicle, both unrestrained. Monica Silva Rubio, 31, of Sedalia, was arrested for Driving While Intoxicated (Prior Offender), two counts of No Child Restraint and Driving While Suspended. Rubio was placed on a 24 hour hold at the Pettis County Jail.

Sunday night, Officers took a report of a stolen vehicle from Hector Manuel Paez Beltran. Beltran reported a subject living with them in the 2000 block of East 9th Street had left in a work truck belonging to him and had not returned it, despite being told to do so. The suspect is believed to have left the state in the truck.

Friday evening, Officers responded to the 500 block of West Broadway Boulevard to take a burglary report. There was no further information in the report.

Sedalia Police stopped a black Buick SUV, as the vehicle did not have a rear license plate. The traffic stop took place in the area of West 16th Street and South Grand Avenue late Friday night. Investigation during the traffic stop revealed the license plate on the front of the Buick was from a stolen Honda. The front plate was seized.

Sunday night, Officers were dispatched to the 1900 block of South Park Avenue in reference to a disturbance. Officers spoke to both subjects involved, who were in a romantic relationship. Investigation revealed they assaulted each other, but caused no obvious injuries. A primary physical aggressor could not be determined. A 12-hour log was completed for the incident.

Officers responded to the Burger King restaurant, 1101 South Limit Avenue, Saturday night for a report of trespassing. The complainant reported a former employee had been issued a trespass warning days prior, and was at the business. The complainant wanted prosecution sought on behalf of the business. The suspect was identified by name, and charges will be requested through the prosecutor’s office.

Saturday morning, Officers responded to the 700 block of East 16th Street for a report of property damage. Jolene Lacey reported the rear glass had been broken out of two different vehicles belonging to the victims. A value has not been placed on the damage.

Saturday night, a traffic stop was conducted on a truck at East Broadway Boulevard and Highway M for speeding. The vehicle also made an improper turn and was suspected of DWI. The driver was intoxicated and placed under arrest. A pill, presumed to be Ecstasy, was located in the truck. Todd Edward Johann, 48, of Blue Springs, was arrested for Driving While Intoxicated and Possession of a Controlled Substance. Johann was transported to the Pettis County Jail to be placed on a 24-hour hold.

Sedalia Police investigated a suspicious incident Saturday night in the area near North Lamine Avenue and East Pacific Street. Dustin Earl Bailey, 36, of Green Ridge, was arrested for Trespassing on the Union Pacific Railroad east of North Ohio Avenue. Bailey was placed on a 24-hour hold pending state charges of Trespassing in the 1st Degree.

A truck was stopped in the area of North Ohio and North Missouri Saturday morning for speeding. The vehicle also had indicators of impaired driving, including improper lane usage. The driver was intoxicated. Lester Waylon Martin, 35, of Sedalia, was arrested for Driving While Intoxicated (Persistent Offender). Martin was booked at the Pettis County Jail and held pending release to a sober person.

Friday afternoon, the Sedalia Police Department responded to a disturbance in the 200 block of West 11th Street. While en route, Officers were notified the suspect had brandished a knife, and was threatening to kill the neighbors. When Officers arrived on scene, the suspect had already fled to his residence. The building was surrounded by law enforcement. There were three victims that were identified, and they all wanted to pursue charges against the suspect. A search warrant was obtained, and issued for the knife and the suspect’s person. The SPD served the search warrant at the residence, and the suspect was taken into custody without incident. Found during the search was the knife in question, according to the victims. Richard C. Paxton, 52, of Sedalia, was transported to the Pettis County Jail to be booked in pending three charges each of Assault in the 2nd Degree, Unlawful Use of a Weapon, Harassment in the 1st Degree and Armed Criminal Action. Paxton was held pending a $100,000 cash or surety bond.

Saturday morning, Officers were dispatched to the Eagle Stop, 1515 Thompson Boulevard for a trespassing call. A subject was reported to be harassing customers in the parking lot of the store. The subject was later identified and located on the Missouri State Fairgrounds. It was then determined he was driving a vehicle with a stolen license plate. Dustin Galloway, 40, Homeless, was arrested on a charge of Receiving Stolen Property. Galloway was arrested without incident and given trespassing notices for the Eagle Stop and The Missouri State Fairgrounds.

Friday afternoon, Officers responded to the E Street Bar, 1201 East 3rd Street, for a theft report. On arrival, Officers contacted Kevin W. Dillon, who reported a laptop and various pieces of DJ equipment were stolen from inside the business. At the time of the report, a suspect has not been located.

Sedalia Police responded to the Long John Silvers restaurant, 922 South Limit Avenue on Friday evening for a warrant check. On arrival, Officers made contact with Samuel A. Bartlett. Bartlett had an active Pettis County warrant for Failure to Appear on original charges of Driving While Revoked. Bartlett was arrested and transported to the Pettis County Jail, where bond was set at $250.00 cash only.

Officers stopped a motorcycle in the area of East 5th Street and South Massachusetts Avenue Friday night for disobeying a stop sign at East 2nd Street and South Massachusetts avenue, and failing to signal to turn from East 2nd Street onto southbound South Massachusetts. A DOR check revealed his driving privileges were suspended out of Missouri. Jacob Lee Charles Etter, 26, of Sedalia, was arrested for Driving While Suspended. Etter was released with a court summons.

Friday night, Officers observed an SUV in the area of 1000 block of South Harding Avenue that was speeding, had no front license plate, and was failing to yield to oncoming traffic. A DOR check of the driver revealed she had a suspended Missouri license. She also had two children, one male aged seven and one female aged six, in the back seat with no child restraint system. Chantel Rose Newman, 29, of Sedalia, was arrested for Driving While Suspended and two counts of No Child Restraint. Newman was transported to the Pettis County Jail to be booked and released.

Late Friday night, Officers stopped a truck in the area of West Broadway Boulevard and South Barrett Avenue because it was swerving outside of its lane. The driver was intoxicated. Mark Anthony Pringle, 44, of Sedalia, was arrested for Driving While Intoxicated. Pringle was transported to the Pettis County Jail to be booked, pending release to sober person.
