That was the first item of business at an 83-minute meeting of  Sedalia City Council. Every Council member was present Monday night.

 

Following the recognition of Arnold were two strategic planning presentations -- one from Sedalia Fire Chief Matt Irwin and one from Sedalia Police Chief David Woolery. Each gave a detailed overview of their departments as well as goals for the upcoming year in anticipation of budget discussions by Council.

 

Also under Public Safety, Council formally passed an ordinance approving a professional services agreement with Kansas City architectural firm Hoefer Welker, LLC, for design work on an aquatic center and bowling alley planned for the east side of Sedalia.

 

Hoefer Welker is also designing Sedalia’s new fire station on the same parcel of land. That agreement was entered into in 2022.

 

Council then agreed to a “Sophie’s Fund” agreement in which Jesse E. White, Jr., and Nancy A. White established a trust fund in 1998 to be invested for the care of kittens and cats in the name of their beloved cat “Sophie.”

 

Trustee Jerusha L. White proposed to the City an agreement to make sure the funds are put to good use at the Sedalia Animal Shelter.

 

Under Public Works, a memorandum of understanding between Sedalia Parks and the Missouri Department of Conservation was authorized to implement a Community Assistance Program for Liberty Park and Clover Dell Lake for the management of fish in these two bodies of water. The MOU was simply a renewal of a long-standing agreement with the MDC.

 

 

Council then awarded a $1,356,577.66 bid to S&A Equipment and Builders, LLC,  for rehabilitation of approximately 100 blocks of sidewalks located in the north center portion of Sedalia. Design work was completed, and bids were then solicited. Second Ward Councilwoman Tina Boggess requested a start date on the project from Assistant City Administrator Wirt, but he was unwilling to give one, only saying “as soon as possible.”

 

Council then accepted a $13,320 TRIM grant to be used to plant 40 trees at Katy Park as well as the Animal Shelter, along with watering equipment. Membership in Tree City USA program allows Sedalia to apply for the grant.

Council then approved Change Order #2 for $133,409 to HDR, Inc., to produce stamped drawings from a design professional in anticipation of repair to the Washington Street Bridge. The drawings must be approved by MoDOT.

 

Council then approved the purchase of a dustless bead blaster at a cost of $55,545. The blaster will be used at the bridge repair site once the design engineer completes his work, it was noted. Additionally, the blaster may be used at the animal shelter on the walls for resurfacing, as well as painting on City streets and parking lots.

 

Under Finance and Administration, Council approved a $50,000 request from the Pettis County Health Center to pay for three Narcan vending machines in the City.

 

PCHC Administrator Dawn Williams appeared before the Council and made the request for Opiod settlement funds last month. A budget amendment was required to make this happen.
